OpenAI’s August 2026 Enterprise Signals reports that, as of June, frontier firms generated 8.3× as many output tokens per active user as typical firms, up from a 2.6× gap in January. OpenAI notes that tokens are an imperfect measure of business value, but a useful proxy for depth of AI use and how much work employees are asking AI to take on.
This suggests the new enterprise divide is less about model access and more about how deeply models are put to work. Frontier firms are moving faster into agentic work, complex delegation, company context, and repeatable workflows. For HR, benchmarking will need to move beyond adoption into delegation depth, workflow penetration, and organizational capability.
